Man bound dog with duct tape, threw it into ditch to freeze, police say

Paul Garcia, 39 of Missouri allegedly wrapped the dachshund's legs and muzzle with electrical and duct tape. He allegedly threw the dog from a stopped vehicle into a ditch.
